Glennon shared the quote because unlike other drug epidemics (which they all are epidemics and crises and should be treated as such) the war on drugs overwhelmingly targets Black and Brown communities. Glennon is highlighting the difference between the language used to describe certain historical events like the war on drugs vs the opioid epidemics . As she says “ in a war you have enemies. In an epidemic, you have victims.” Enemies are treated very differently than victims, just like the enemies of the war on drugs ended up with jail time while the victims of the opioid crisis get treated. It’s just not a equal and just system and Glennon was pointing that out.
